VALLETTA AND MICHELE CACHIA (1760-1839)
A factual appraisal through his notebooks

Michele Cachia was one of the few periti (architects, engineers and surveyors) who practised under the Order of St John, through the brief French interlude and under the early British rule, taħt tlett saltniet. Apart from his technical competence – for many years he was the Capomaestro [1] – he was a very colourful character and a leader of the Maltese. He lived to be seventy-eight, quite unusual in those days, and he left a collection of 217 notebooks – totalling over 16,000 pages – of which 211 are in my archive.

An overall account of Cachia’s notebooks and his professional activities can be found in my recent book titled Our Architects, [2] but the more specific references [p.408] to Valletta are here being extracted, collated and analysed, throwing some more light on the street names, the typology of the houses, the property owners, the tenants, the property and site values and the rents of his times.

Michele Cachia came from  Żejtun but, for some twenty years, at the apex of his profession (1801-1821) he moved to Floriana before returning to Żejtun. He usually referred to Valletta as ‘questa citta` Valletta’. Between 1788 and 1836, he makes well over six hundred entries on properties in Valletta – not always clearly identifiable – but a good number of them give some interesting details of the then current planning and valuation techniques, as well as personal details of the clients. Brought together, they give a fair indication of the architectural and social milieu of the time.

The names of the streets of Valletta have intrigued many [3] and have passed through a lot of vicissitudes before taking up, more or less, their present guise in the early British period. Their names during the later times of the Order – I am ignoring the brief French interlude – were all changed, and sometimes exchanged, by the British (except for St Paul Street) and, with few variants, have survived until present times. Until World War II, street names were generally known in Italian. The Maltese translation is now officially used [4].

From Michele Cachia’s notebooks, it would appear that the street names of the Order were not popularly used and were generally substituted by vernacular nicknames. The British street-renaming in Valletta – which has stood practically unchanged until Independence – appears to have taken place in 1810-1811 and door numbering was introduced at about the same time. The first door number in Valletta mentioned by Cachia was in May 1811. Prior to this date, properties were referred to as near or opposite particular landmarks such as churches, public buildings, houses of prominent people, or even popular shops.

The door numbering survived practically intact to present times except for West Street which was renumbered after World War II when it was extended from St Lucia Street to St Mark Street. The numbering was arranged as follows: for the longitudinal streets it was started from the landfront (city gate) end towards St Elmo and back on the other side of the street, while for the transverse streets it started from the Grand Harbour end towards Marsamuscetto Harbour and back. For the longitudinal streets, the numbering was started from the left hand side facing St Elmo except in the case of Republic and Merchants Streets and the intervening St Zachary, but not St Frederick Street. For the transverse streets, it was always started from the left hand side facing Marsamuscetto Harbour.

I would have liked to present the information gathered street by street, strictly in door number sequence. However, as door numbers were only introduced during [p.409] Michele Cachia’s professional career, I had to put in the earlier unnumbered entries in chronological order at the head of each street list.

I have divided the streets into longitudinal, transverse and others (largely minor) following the classical arrangement of G A Abela [5]. For each street, I have put the present name in bold script followed by its preceding contemporary variant, if any, in normal script, the street name under the Order in italics and the vernacular names used by Cachia in square brackets. Some of these variants have been identified with kind help by my old friends Giovanni Bonello, Vincent Depasquale and Albert Ganado.

To keep the information as compact as possible – one line per entry – needed rigid discipline. Each line starts with the door number(s) or with a double question mark (??) if this has not been identified. These would be in bold script if a plan is in the notebooks. Corner houses (c/w) or houses between two streets (b/w) are only shown under the street where the main door is located and any door numbers on the other street are shown in normal script.

The typology of the properties is indicated as ‘H’ for house, ‘M’ for mezzanine, ‘S’ for shop, store (or rimessa), ‘R’ for room, ‘B’ for basement and ‘F’ for forno (bakery). An ‘s’ would be added (as ‘Rs’) to indicate a plural.

The typology code is then followed by the name of the landlord in normal script and that of the tenant, if known, in italics. Sometimes ‘spettante a’ (belongs to) in the notebooks may be ambiguous. Adjoining owners or tenants, where indicated, are shown after a slash (/). These would be followed by the estimated value of the property, the annual rent (in brackets) and the site value per square cane (4.4 square metres) in square brackets. The values are always expressed in scudi (denoted by “sc” followed by a figure, e.g. sc20), a scudo being roughly €0.20 in present currency. At the end of the line there are the notebook code number (L ..) and the year of the entry.

The information in the notebooks, which were meant for Cachia’s personal use, is not always absolutely clear, partly because of the complications caused by emphyteutical grants, especially those for three generations which were very common in those days; so it is not always clear if the value is the ‘freehold’ or the remaining ‘utile dominio’.

The typology is also sometimes complicated by the fact that on the same site there may be a house (luogo di case), one or more mezzanini and a shop or a basement, often owned or let separately. In the local context, a mezzanine is a distinct unit with its own street door, on one or more floors and sometimes a basement.

The entries listed above add up to 613, of which 86 do not have a door number and 5 do not have the street name. They include 385 houses, 320 mezzanini, 180 shops, stores and rimesse, 150 individual rooms, 35 basements, 12 bakeries and the odd palazzo, church and windmill; 1,085 properties in all. Each one of those premises that features more than once in the notebooks has been consolidated in one entry. Some of the properties have more than one street door so that the listed entries have 1,150 street doors. I have estimated that the total number of street doors in Valletta at the time stood at 5,750. This gives the listed entries a ratio of 1 : 5, which is a statistically valid random sample ratio. The dates of the entries range from 1790 to 1837 with the weighted mean year in 1818, so that they can be taken as broadly representative of conditions in, say, 1810-1825. The year 1813, the plague year (il contagio) was an abnormal year, as pointed out in some of the entries.

The economic background was not good. The cheese-paring policies of Governor Sir Thomas (King Tom) Maitland and his successors were a far cry from the former relative munificence of the Order of St John and a number of the entries give eloquent examples of the declining rents and property values which were characteristic of the first half of eighteenth-century Malta. Seventy-five of the properties listed (over 12 per cent) belonged to the Church or to charitable institutions or legacies.

Cachia often speaks of properties in a dilapidated state, damp basements, shared facilities, internal development and windowless rooms (camera oscura) [p.430] reminiscent of Dickens’s East London, and of dangerous structures ‘che minacciano rovina’. The better-class houses had a reasonably-sized central courtyard with an open passeggiatore access balcony on the upper floors. The more modest houses had a smaller internal yard and thoroughfare rooms. The mezzanini often had borrowed lights. The tenement houses – kerrejja – had little or no amenities. The Mandraggio was actually better than it was made out to be.

There was little or no class segregation in Cachia’s Valletta. Consigliere Gatt had his house in Bull Street (Due Palle). Conte Romualdo Barbaro had his house in St Nicholas Street with side façades on Fountain and St Joseph Streets. Several prominent people lived in parts of Valletta which we now consider unfashionable. There are forty-two properties in the lists which are priced higher than 10,000 scudi. They are spread between sixteen different streets, the highest concentration, ten, being in St Paul Street, followed by five in Republic and four in Archbishop Streets. The most highly-priced property, 58,180 scudi, belonging to the Pereira Coligno de Vilhena family (now St Paul’s Buildings) was in West Street, followed by the Efner property, 55,630 scudi, (Blackley corner) in Republic Street and the grand ‘Casa di Conid’ (later P & 0), 45,732 scudi, in St Christopher Street. Palazzo Spinola (later Lombard Bank) in Republic Street was only fourth at 34,743 scudi, but there were complications with ground rents, pious burthens and entails.

The highest values were often attained with corner houses where the length of the façades could be exploited for the biggest number of doors for shops and mezzanines. Cachia encouraged such sub-divisions as he says there was poor demand for large single properties. Indirectly, this favoured better social integration through multi-nucleated developments spread over large sectors of the city, including the less central ones.

This tradition carried on until fairly recently and, in the immediate post-war, I lived in such a sub-divided property for twenty happy years. We lived in the upper floors of a large corner house, with eight rooms, alcoves and cubicles, one of which was my den. We had a large open barrel-vaulted hall with a recessed vestibule door leading to the central courtyard and the staircase. It served as the meeting point for a horde of schoolgirls, including my four sisters, before they processionally giggled their way to school.

On one side, an elderly couple had a mezzanine and a small grocery shop, which we used for emergency supplies while, round the corner, lived a cobbler with his large family, and he was invaluable. Mother used to drop our torn school shoes from one of the lower balconies and he used to mend and shine them in a jiffy. He could also repair chairs which we always seemed to be breaking. We used to give them all our cast-off clothes and fill forms, read and write letters or make phone calls for them. My sister, who worked in a bank, found a job as a messenger for the eldest boy and he acted as our waiter and security on social occasions. Across [p. 431] the street, there was a tailor who specialised in instant ‘ortorations’, like downsizing a suit from me to my younger brother, and he also did his bit. From a balcony above his shop a Greek lady with two young girls was always asking for medical advice from mother whenever the girls were ailing. On an upper balcony, a young boy played all day with his altar, singing mass in Latin. In a semi-basement round the corner lived a retired and rather bibulous lady of the night, taunted by the urchins of the area ‘Ciri-Ciri-Cirimotta’.

Mother was the counsellor and agony aunt of the neighbourhood and, when we eventually moved to the country, the big house was broken up and the integrated social structure broke down. De-gentrification had a lot to do with Valletta’s recent decline.

Cachia sometimes gives details of his back-up workings for the valuations and the most interesting are the site values assumed. There is obviously a hierarchy with peaks of 200 scudi per square cane (€8.85 per square metre) in parts of Republic, Merchants and St Paul Streets. Peaks of 180 scudi were reached in parts of St Zachary, Old Bakery and St Lucia Streets, 160 scudi in Archbishop Street, 150 scudi in Strait Street, 140 scudi in St Ursula, St Christopher and St Nicholas Streets, while 120 scudi were reached in East Street and Old Hospital Streets. None of the other [p.432] streets reached up to 100 scudi except Old Mint, St John and North Streets. Melita, followed by South, West, Old Theatre and St Frederick Streets, led the double digit areas down to wooden spoon Manderaggio, where site values, however, remained substantial, still reaching values of 30 scudi, 40 scudi and even 52 scudi.

Only in Floriana and the Three Cities did site values reach up to the lower double digits. In the villages they were usually below 10 scudi. The site values quoted have to be taken with care as, at times, this value is split up between the different floor levels which could correspond to different properties and owners.

Site and property values, as well as rents, have to be seen in the context of salaries and the earning and spending power of the time. As reference marks, the Capomaestro, or Chief Perit of the government, earned around 112 scudi a month, while an ordinary perit earned 42 scudi. A skilled labourer earned around 4 to 5 scudi a week. So the values of rents in Valletta quoted in the above lists, which are also clouded by issues of maintenance and ground rents, were pretty solid rents and Valletta was no place for people on the bread-line.

The ratio of rents to property values given by Cachia, where these are not distorted by other factors, tend to be around 4%. This is rather higher than I would have expected in a sluggish economy. There were almost as many mezzanini as there were houses. The abnormal number of single rooms and basements in the lists is perhaps explained by the considerable number of people who may have lived outside Valletta (with their families) but needed a modest pied-á-terre, or a store, for their business. Transport facilities, like a donkey cart, made daily or frequent commuting very inconvenient.

One final caveat: Cachia’s handwriting, though very reasonable, is not always perfectly legible, especially when it comes to names. His Italian is also dated by a couple of centuries. I have tried to keep to his notebooks as faithfully as possible without trying to be too much of an interpreter.

He is a UK Chartered Engineer, a member of the Institution of Civil Engineers and of the Institution of Highways and Transportation. He has published a number of papers and articles on a broad range of professional subjects and his The Planning Context of Valletta has been published in the prestigious international planning journal Ekistics. Coming from a long line of architects, he has recently published I Remember and Our Architects. At present, he is working on a biography of his uncle Sir Luigi Camilleri.
